There are times when you must be clear about an issue and to not address it to the parties concerned would mean you condone the events which continue to occur. If you are paying for something then you should receive value in return. Whether it's for work to be performed or someone who expects something for nothing, all parties must be satisfied in the circumstances.
I too would rather speak plainly than to allow a situation to fester and possibly destroy relationships because someone wasn't happy and kept their mouth shut.
