I was caught a bit off guard the first time I heard that expression and it came from an experienced accountant when talking about fixed assets. What the person meant was to buy things which work hard for you in order to get high return back on your purchase. Though it takes me awhile to make a substantial purchase (it's my nature to research something to death), the first question I'm looking to have answered is how great will the return be on my investment.
That expression like others such as eat everything on your plate, I'm not lighting up the whole neighborhood, and more roll around in your brain to help you do the right thing and develop a habit to not be wasteful or inefficient.
